Minoxidil is safe. It has been approved for ‘over-the-counter’ sale for the treatment of Male Pattern Baldness in the United Kingdom by the MHRA (Medicines and Healthcare products Regulatory Agency) and in the United States by the FDA (Food and Drug Administration).
That said, a number of Minoxidil users have reported some mild irritation, especially on first application.

These conditions, if they happen at all, will most likely be at the beginning, as you skin adjusts to the treatment. If these effects persist for over a week, or two, or worsen, contact your doctor. If your doctor has already suggested you use Minoxidil, remember that he or she has judged that the benefit to you is greater than the risk of side effects. The majority of people using Minoxidil do not have serious side effects, very many, none at all.
Rare Side Effects. Very rarely, this medication, which is absorbed in to the body through the skin, can cause side effects. Stop using Minoxidil and speak with your doctor if you suffer any of the following side effects: unwanted facial or body hair, dizziness, fast/irregular heartbeat, fainting, chest pain, swelling of hands/feet, unusual weight gain, tiredness, difficulty breathing especially when lying down. It must be stressed that these conditions are very rare indeed, but are possible. You may be intolerant of the drug.
Serious Allergic Reaction. Massively uncommon, but you just may have a proper allergic reaction to Minoxidil. Such a reaction to this drug is rare, but seek medical help right away if you suspect any symptoms of a serious allergic reaction: rash, itching/swelling of the face/tongue/throat, severe dizziness, trouble breathing.
